Probation? (Elmira)

I'm wondering what there job is? Is it just to collect money for the court.
i thought they was supposed to keep a eye on people that the courts put them on it.
give second chance instead of jail.
i know a guy that on it he still doing the same thing.
has a beer in his hand every time I see him.
looks like he hasn't changed his clothes or showered in a year.
he need help
